Entering the Civil Service without a competitive examination
A civil servant may be recruited without passing a competitive examination to certain category C bodies or job categories.

Act no. 2007-148 of 2 February 2007 on the Modernisation of the Civil Service modified article 22 of Act no. 84-16 of 11 January 1984 on statutory provisions relating to the State Civil Service to allow recruitment without competition for access to the 1st grade of category C bodies.
Decree no. 2016-580 of 11 May 2016 on the career structure of category C civil servants in the State Civil Service: articles 3-2 to 3-5.
Who is eligible for this recruitment?
External recruitment without a competitive examination is open to anyone who meets the general conditions for access to the civil service:
- hold French nationality or the nationality of a Member State of the European Community or the European Economic Area;
- enjoy full rights as a citizen;
- have no record in bulletin no. 2 of any criminal record that is incompatible with the performance of their duties;
- be in good standing with regard to the national service code;
- meet the physical fitness requirements for the position.
What are the recruitment procedures?
There are two phases to the recruitment process:
- Phase 1: Examination of candidates' files by a selection committee.
- Stage 2: The committee interviews the selected candidates.
Following the hearings, the committee draws up a list of suitable candidates who may be appointed as trainees in the body concerned.
Appointment is generally made on 1st September of the current year.

Recruitment without competition allows access to the 1st grade of category C bodies.

Applications for recruitment without a competitive examination are organised by each recruiting institution. There is no online registration on the Ministry's website for recruitment without competition (of any kind).
The timetable for registration for recruitment without a competitive examination is set by each recruiting institution.
The distribution of posts to be filled by branch of professional activity, job type and recruiting institution is set by ministerial decree and by a recruitment notice issued by the recruiting establishment.
